In March 2018, the Australian and NSW Governments, together with eight local governments of Western Sydney, signed the Western Sydney City Deal. The City Deal is a 20-year agreement between the three levels of government to deliver a once-in-a-generation transformation of Sydney’s outer west. The City Deal includes a commitment from the Australian and NSW Governments to deliver the first stage of a rail link from St Mary’s to Badgerys Creek Aerotropolis via Western Sydney Airport. The Western Sydney Rail Needs Study (WSRNS) recommended the need for a rail project from Schofields to Macarthur as well as the extension of Sydney Metro Northwest from Cudgegong Road to Schofields. As such Sydney Metro needed to establish a project team to deliver a Final Business Case for stage 1 by December 2019.
TCS provided a resource to Sydney Metro to assist with the establishment of a project team to develop the final business case. This involved consultation with all Sydney Metro program teams and designing an effective organisation structure. Over a 10-month period a project team consisting of 7 workstreams and 54 dedicated resources was established and mobilised as well as identifying a further 100 plus resources via outsourced work package arrangements.
